What this PR does / why we need it:

With the previous default of random, this could lead to start very expansives nodes that the cluster autoscaler does not manage to remove as long as another smaller node is started.

Does this PR introduce a user-facing change?

The default cluster-autoscaler expander as been changed from random to least-waste to prevent misused expensive nodes.

Hi @jfcoz. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I don't agree this is a bug fix, it's a significant change in default behaviour of the CA, but the current default being random is valid.
/remove-kind bug

Would like to get some input from @MaciekPytel and others given the nature of change and potential historical context around random being the chosen default.
